Ayuda urgente

hola necesito ayuda urgente:

He instalado un programa para crear paginas de links en mi pagina web. Lo he configurado, pero me da error en esto:

Could not create or append to rl_DATApending.php . Your system needs to be able to read and write to files in this directory

en el archivo de readme, ya avisa de que esto pueda pasar

Bien, como se arregla esto, alguien tan amable que me pueda explicar un poquito, pues estoy perdida ¿como cambio la configuracion esta?
